An established national program, the Government of Ireland Postgraduate Scholarship Programme is sponsored by the Department of Further and Higher Education, Research, Innovation and Science and is overseen by the Council.

The Government of Ireland Postgraduate Scholarship Program is distinct from other funding options for postgraduate study in Ireland and works in conjunction with them. Its characteristics include;

Funding across all disciplines, from archaeology to zoology, is an objective selection process using international, independent expert peer review, and awards for bottom-up, non-directed research, with the exception of those funded by their strategic funding partners. Individual, prestigious awards for outstanding research in the applicant's name.
