Chinese President Xi Jinping in his feature discourse through video interface at the initial function of the Forum on China-Africa Cooperation (FOCAC), held in Dakar on November 29, had repeated his vision for a digital silk road (DSR). He guaranteed that Beijing would finance 10 computerized economy projects in the mainland throughout the following three years.

This is the most punctual articulated in a 2015 government white paper as a component of China's worldwide framework plan, the Belt and Road Initiative. The DSR incorporates online business, savvy urban communities, undersea fiber-optic links, 5G, server farms, cell phones, web of things, computerized reasoning, and fintech.

Tech giant Huawei Technologies is dealing with the touchy data part and has either finished or is building multimillion-dollar server farms and cloud administrations in various African nations, including Zimbabwe, Zambia, Togo, Tanzania, Mozambique, Mali and Madagascar.
